Tyler ISD is proud to announce that Rachel Fox, BSN, RN, Director of Health Services, has been named the recipient of the 2025 W. T. βDocβ Ballard Award for Excellence in Public Health by the Northeast Texas Public Health District (NET Health).
This prestigious award honors individuals who have made significant contributions to advancing public health in our region. Named after W. T. βDocβ Ballard β a pioneer in environmental health and a mentor to NET Health β the award reflects a legacy of leadership, innovation, and service to community well-being.
Since joining Tyler ISD in 2017, Rachel has led the districtβs health services through unprecedented challenges while expanding programs that directly impact the health and success of over 18,700 students and 2,700 staff. Her initiatives include the development of Care Closets at secondary campuses to provide hygiene products and clothing, staff wellness programs, and vital training such as CPR and Stop the Bleed to prepare schools for emergencies.
Rachelβs leadership reflects the very best of public health β not just in policies and programs, but in the everyday victories: a student receiving their first pair of glasses, walking confidently with a new prosthetic, or simply feeling seen and supported.
