Safety Initiative

Our Safety Awareness Initiative

Our safety initiative is a multi-faceted response plan that affects all of our facilities and departments. The program includes several initiatives aimed at fortifying buildings, ensuring regular training, communication, and increasing staff and public awareness.

The goals of the program are to improve safety and security within Tyler ISD and promote emergency preparedness among students and staff.

We follow state law and the Texas School Safety Center's recommendations in implementing best practices for campus safety.

Emergency Operations Plan

We have a written Emergency Operations Plan (EOP) that includes the four primary areas of prevention, mitigation, response, and recovery as well as various crisis scenarios used for staff training and emergency response planning.

Partnerships That Are Prepared

We work with local, state, and federal agencies to prepare for an evolving range of emergencies that can arise, and we go above and beyond to have the best individuals on our team.

We Staff Four Retired FBI Agents

We work in partnerships to create a safer school district and preserve our special quality of life. This is why we have close relationships with the Tyler Police Department and other agencies to ensure emergency response plans remain current and effective.

Each year, we review our Active Threat Plan, which includes at least one person from the city or county’s emergency management office, Tyler ISD Police, Tyler Police Department, or Smith County Sheriff’s Office. Also included are other state and federal agencies, the district superintendent, board president and another trustee, additional district staff, a classroom teacher, and at least two parents/guardians of currently enrolled students.

On-Campus Safety

We know that on-campus safety is critical. We want you to know that we have things in place to ensure your child is safe.

Active Shooter Training

All of our police officers have completed the Active Shooter Response for School-Based Law Enforcement class, including training beyond the Advanced Law Enforcement Rapid Response Training Center (ALERRT) program as a part of our current safety and security standards and additional training well beyond current requirements and safety security standards.

Staff and substitutes are trained annually on specific district and campus safety procedures, including active shooter training, and mandatory drills are scheduled before the start of the school year. Each campus has a school behavioral threat assessment team that is trained and has reviewed procedures for that campus.

Expanded Camera System

We have expanded our camera system with approximately 2,000 cameras monitoring student and staff safety, including access cameras at all entrances to visitors. Also, our bus camera system has been updated, and we’ve improved outdoor lighting at many of our facilities.

Guardian Program

Our Board of Trustees and Superintendent can authorize specific employees to have access to certain firearms in schools, at board meetings, and at school-sponsored or school-related events on District property, to the extent allowed by law.

Each employee approved to have access to a firearm on District property will have extensive hours of specialized training in crisis intervention, management of hostage situations, and other topics the Board may determine necessary before they are ever allowed to be a part of the Guardian Program.

Lightning Detectors

We have lightning detectors on all outdoor facilities, including practice fields, tennis courts, baseball, softball, and football fields, middle and high school tracks, and the pool at the Career and Technology Center.

Our warning systems will detect lightning within one mile, and use audible alert messages, a horn and a light to indicate potential danger until the area is lightning free for at least 30 minutes.

K-9 Program

Officer Jeffery Arnold is the handler for K-9 Beny. Beny is trained to detect the odor of controlled substances, including marijuana, cocaine, methamphetamine, heroin, and MDMA. Officer Arnold and Beny are certified as a narcotics detection team by Pacesetter K-9 and the National Narcotic Detector Dog Association (NNDDA). Beny has a 100% reliability rate in his certifications and was recertified with NNDDA in February 2023.

Officer Arnold and Beny routinely conduct random searches at all of our secondary campuses, including the parking lots.

Single Point Entrances with Vestibules

Security planning and implementation is critical to keep students and staff safe in our facilities. All of our campuses have single points of entry ensuring increased safety measures for students and staff.

The concept of a security vestibule is that visitors enter the vestibule.

Next, they are required to enter the office to check in before gaining access to the rest of the building.

The set of doors between the vestibule and the school remain locked and only open out.

In addition to the added security of knowing who is visiting the school, a security vestibule also serves as a single point of entrance for students who are late to school or coming from an appointment, because all other doors to the school remain locked while school is in session.

Vape Detectors

Vape detectors accurately monitor the quality of air to detect dangerous vaping chemicals when present in school bathrooms and send notification alerts to assigned faculty members.

We have more than 110 vape detectors at all secondary campuses and the Career & Technology Center.

Possessing vaping products, e-cigarettes, and tobacco products is illegal for those under 21. Students caught vaping on Tyler ISD grounds will receive a Class C misdemeanor citation and a fine of up to $100. Students caught with a vape or e-cigarette will be sent to our Discipline Alternative Education Program (DAEP). If the vaping device has any other substance like THC oil, the student will be arrested on felony charges.

Standard Response Protocol (SRP)

A critical ingredient in the safe school recipe is the classroom response to an incident at school. Weather events, fire, accidents, intruders, and other threats to student safety are scenarios that are planned and trained for by students, teachers, staff, and administration.

The 5 Actions of SRP

We have expanded our safety program to include Standard Response Protocol (SRP). The SRP is based on these five actions: Hold, Secure (Lockout), Lockdown, Evacuate, and Shelter.

In the event of an emergency, the action and appropriate direction will be called on the PA system.

It's essential that you take a moment to review these actions.

Students and staff are trained, and the campuses hold drills for these actions during the school year.

Ongoing Commitment to Keep Students Safe

Let’s be honest, school safety work is never done, and we are committed to the ongoing effort to address issues that will keep our students and staff safe within our walls so we can focus on successful student outcomes.

We will always address new safety issues and follow state and national best practices through the Emergency Operations Plan and the Texas School Safety Center.

We have plans to hire more law enforcement officers, add additional warning systems on all exterior doors throughout the district, and add more cameras, fencing, and security film at some facilities.

We always put student safety first, and we provide our students access to a specialized student safety app, Safe2SpeakUP, and parents access to a bus tracking app, Ride 360.

Using Safe2SpeakUP, students can report bully-related activity for themselves or their friends, submit safety tips about school incidents, and access safety resources.

Using Ride 360, parents can track their child's school bus using GPS data, as well as receive alerts about weather delays, school cancellations, and any bus delays during the school year.

Bullying is not tolerated, and any parent or student who believes that a student has experienced bullying or engaged in bullying is encouraged to report the incident immediately.
