House Bill 5 Community & Student Engagement

House Bill 5 (HB 5), passed by the Texas Legislature in 2013, included a local evaluation requirement frequently referred to as the community engagement component. The statute requires each district to evaluate and designate a performance rating for the district and each of its based on criteria set by a local committee (TEC 39.0545). The law requires that each district and campus be assigned a rating of exemplary, recognized, acceptable or unacceptable.

Tyler ISD has chosen three out of the eight criteria:

  • Fine Arts
  • Wellness and Physical Education
  • 21st Century Workforce Development
