Job Description


       

REPORTS TO: Deputy Superintendent

QUALIFICATIONS:

  1. Master’s Degree or higher

  2. Texas Mid-management, or appropriate Texas Certificate.

  3. Valid Texas teaching certificate with at least five years successful teaching and administrative experience.

  4. Such alternatives to the above qualifications as the Board of Trustees may find appropriate.

SUPERVISES: Elementary Principals, Camp Tyler Director, Reading Recovery Teacher Leader, Other professional and paraprofessional staff as assigned.

 

JOB GOAL:

  1. To ensure that each elementary school student is provided with the richest educational experience the district can provide.

  2. To provide leadership and management of the elementary instructional programs and related operational services of the district.

  3. To oversee the district's Reading Recovery program.

  4. To oversee the operations of the district's OEY, Title II, ARI, Safe and Drug Free, Innovative grants and any other grants as assigned.


TERMS OF EMPLOYMENT: Administrative/Professional Pay Grade 8, 226 days Wage/Hour/Status: Exempt


MAJOR RESPONSIBILITIES AND DUTIES

1.      

Oversee the operations of the district's Reading Recovery program.

2.    

Oversee the district's OEY, Title II, ARI, Safe and Drug Free, and Innovative grants and any other grants as assigned.

3.    

Works with appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis.          

4.   

Plans, implements, and evaluates TEKS-based  instructional programs with teachers and principals, including learning objects, instructional strategies, and assessment techniques. 

5.    

Apply research and data to improve the content, sequence, and outcomes of the teaching/learning process.                   

6.      

Work with appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis.

7.      

Plans and carries out a district wide program of curriculum review and development for the elementary grades.

8. 

Involve instructional staff in evaluating and selecting instructional materials to meet student learning needs; ensure the use of technology in the teaching-learning process. 

9.      

Obtain and evaluate findings (including student achievement data) to examine curriculum and instruction program effectiveness.                      

10.   

Secure consultants, specialists, and other community resources to assist principals and supervised instructional staff in attaining objectives.

11.   

Integrates instructional programs among the elementary schools and articulates curricula between elementary grade levels.

12.   

Respond appropriately to situations that could impair the teaching/learning process or could threaten safety and the well being of students and staff. 

13.     

Implement the policies established by federal and state law, State Board of Education rule, and local board policy; offers constructive suggestions to ensure that policies and regulations support the teaching/learning process. 

14.    

Compile, maintain, file, and present all reports,  records, and other documents required.

15.     

Demonstrates responsible fiscal control over assigned program budgets.

16. 

Compile budgets and cost estimates based on documented program needs; ensure that fiscal resources address the mission of the district.

17. 

Serve as the administrative liaison for elementary instructional consultants.

18.   

Assist with the implementation of the PDAS; may serve as second appraiser.

19.     

Conferences regularly with assigned staff to discuss performance; jointly develops improvement objectives to identify professional growth opportunities. 

20.     

Demonstrates skill in “coaching” staff, provides technical assistance to principals, teachers, and staff concerning the teaching/learning process, and encourages improved over-all performance.

21.     

Improves leadership skills through self-initiated professional development activities.

22.

Performs duties in a professional, ethical, and responsible manner as defined in the TEA Code of Ethics for Educators.

23.

Uses information provided through the District appraisal process to improve performance; evaluates the job performance of employees to ensure effectiveness.

      24.

Performs other tasks and assumes such responsibilities as related to the position and as assigned.

      25.

Annually establishes and meets performance goals.

      26.

Assists principals in the planning and implementation of effective programs of supervision and evaluation.
      27. Designs, recommends, and carries out educational experimentation, and disseminates and interprets the results to administrators, teachers, and staff, as appropriate.
      28. Assists in the recruiting, interviewing, screening, and recommending of qualified candidates for positions on the elementary school professional staff.
      29. Plans and supervises the instructional orientation program for new elementary teachers.
      30. Prepares and administers the budget for elementary instructional materials.
      31. Provides guidance in the selection and use of textbooks and other teaching materials.
      32. Engages in an ongoing evaluation of the effectiveness of the instructional program.
      33. Works toward developing an improved understanding of children's educational needs on the part of teachers, administrators, and parents, and interprets the educational progress of elementary school students to them.
      34. Initiates and maintains effective liaison with other school districts and with independent schools to keep abreast of new educational developments and ideas.
      35. Keeps current with educational developments and the literature in the field of elementary education and participates int he affairs of state and national professional societies devoted to the advancement of elementary school education.
      36. Ensures that campus principals adhere to the 1970 Federal Desegration Order regarding staffing.
      37. Ensures that campus principals oversee the PEIMS process and act as liaison between their campus and the district level.

Working Conditions:

Mental Demands:  Reading, ability to communicate effectively (verbal and written); maintain emotional control under stress; coordinate district-wide curriculum functions; interpret policy, procedures, and data.

Physical Demands:  Repetitive hand motions; prolonged use of computer terminal possible.  Frequent district-wide travel; occasional statewide travel; frequent prolonged and irregular hours.
