Oversees the operations of the special education departments of
Instruction; Intensive Services; Homebound Instruction; Child Find;
Early Childhood Services; Assessment; Occupational and Physical
Therapies; Residential Facilities; Speech Pathology; Assistive
Technology; Secondary Transition; Behavior; Discipline; Psychology; and
Auditory and Visual services. |

Develops system to respond in a timely manner to record requests. |
|
3. |
Ensures protection of records covered by FERPA |
|
4. |
Develops systems for monitoring and tracking data for federal and state
program reviews (PBMAS; SPP; PEIMS, rftracker, etc.). |

5. |
Develops and implement all corrective action plans associated with state
and federal mandates. |
|
6. |
Updates department program goals and objectives annually, planning with
staff and tying budgetary recommendations to meet program requirements. |
|
7. |
Chairs and conducts weekly Management Team meetings to maintain close
inter-departmental communication among coordinator(s), supervisor(s),
etc.
-conduct budget reviews and recommendations
-review PBMAS and SPP updates
-review Region VII ESC information
-review instructional programming and materials
-communicate inter-departmental information
-review updates on special education law
-co-plan staff development for teachers and administrative staff
-maintain all records for program and committee meetings
-keep staff abreast of technical, legislative, and professional
trends and staff
development opportunities that may affect
assigned programs. |

Establishes long range plans and programs and funding sources which
support the goals and objectives of the department. |

Provides a collaborative environment for continued instructional program
design, refinement, and integration into general education based on new
approaches and or methodologies and best practice research. |

Collaborates with administrators for closer alignment of special
education into the general education instructional system. |
|
11. |
Conducts complex case study review as needed. |
|
12. |
Provides both administrative consultation and technical assistance to
the local campus, teachers, parents, Superintendent and Administrators. |
|
13. |
Collaborates with other central offices and local campus initiatives. |
|
14. |
Participates in District Improvement Planning. |
|
15. |
Participates in meetings such as Board and District Meetings on
Corrective Action Plan. |
|
16. |
Reviews and revises policy, procedures, operating guidelines, forms,
routines, and assignments as required to meet state and federal mandates
as well as program and district goals. |

17. |
Monitors the supervision of SHARS and Medicaid. |
|
18. |
Directs and participates in preparation of necessary contracts for
services to students with special needs. |
|
19. |
Responds to central administration, local campus administration,
teachers, and parental inquiries. |
|
20. |
Provides support systems for mentoring and for ensuring continuous
professional growth for department staff at all levels. |
|
21. |
Coordinates and monitors the implementation of after school and
compensatory services when personnel vacancies occur in the area off
instructional support and related services. |
|
22. |
Monitors Child Find Activities for 0-22 year old students with special
needs. |
|
23. |
Collaborates with other resource agencies and service providers for
program implementation and instructional support services. |
|
24. |
Fosters partnerships among the community resources, agencies,
universities and businesses to expand services for students and
families. |
|
25. |
Communicates and promotes expectations for high-level performance for
staff and students; recognizes excellence and achievement. |
|
26. |
Mediates and facilitates effective resolutions of conflicts in a timely
fashion. |
|
27. |
Applies research and data to improve the unique instructional services
and outcomes for students receiving special education services. |
|
28. |
Secures consultants, specialists, and other community resources to
assist principals and supervised staff in attaining objectives. |
|
29. |
Keeps informed of and interprets current laws, regulations, statutes,
rules, policies, and trends in the various fields and disseminates
professional information and materials to administrators and staff. |
|
30. |
Obtains and uses evaluative findings, including student achievement
data, to examine special education program effectiveness and design
feasible projects for implementing innovations. |
|
31. |
Plans the necessary time, resources, and materials to support
subordinates in accomplishing educational goals. |
|
32. |
Coordinates and maintains such record keeping as is necessary. |
|
33. |
Serves as resource person for admission, review, and dismissal
committees as needed. |
|
34. |
Complies with district policies, as well as state and federal laws and
regulations, in pursuing the mission of the department/district. |
|
35. |
Demonstrates responsible fiscal control over assigned program budgets. |
|
36. |
Develops budgets based upon documented program needs, estimated
enrollment, personnel, and other fiscal needs; ensures that fiscal
resources address the needs of the district. |

37. |
Monitors the use, care, and replacement of capital equipment. |
|
38. |
Evaluates job performance of staff to ensure effectiveness; may serve as
second appraiser. |
|
39. |
Conferences regularly with assigned staff to discuss performance;
jointly develops improvement objectives to identify professional growth
opportunities. |
|
40. |
Ensures staff compliance with district policies and state and federal
laws. |
|
41. |
Assists in recruitment and placement of special education personnel and
is effective in interviewing, selecting, and orienting new staff; makes
sound recommendations relative to personnel placement, transfer,
retention, and dismissal. |
|
42. |
Provides training for staff members in current district policies and
state and federal laws. |
|
43. |
Identifies, provides, and/or encourages participation in available
in-service training options to address the goals identified through the
growth planning process. |
|
44. |
Performs duties in a professional, ethical, and responsible manner, as
defined in the TEA Code of Ethics for Educators. |
|
45. |
Articulates the school’s mission and the special education philosophy
and rationale to the community and solicits support in realizing the
mission. |
|
46. |
Performs other tasks and assumes such responsibilities as related to the
position and assigned. |
