  1. Master’s Degree

  2. Mid-management certification

  3. Valid Texas Teacher certificate with five years successful teaching experience on primary, Head Start, or other pre-school levels.

  4. Such alternatives to the above qualifications as the Board of Trustees may find appropriate.

TERMS OF EMPLOYMENT: Administrative/Professional Pay Grade 5, 226 days Wage/Hour Status: Exempt


JOB GOAL(S):

To coordinate the district’s Title I program. Collaborate with district staff and outside personnel to formulate, develop, implement, and evaluate Title I programs. The Head Start Director shall act as the chief administrator and instructional leader for the Head Start Program. The Head Start Director has the responsibility for planning, directing and Administering the Head Start Program in conjunction with the Superintendent of Schools who serves as the Executive Director of the grantee – Tyler ISD to assure compliance with Federal Program Performance Standards.


MAJOR RESPONSIBILITIES AND DUTIES

1.      

Involves the Early Childhood Coordinator in establishing the Head Start curriculum ensuring its implementation, and measuring student results.

2.      

Uses student achievement data to monitor the programs supervised.

3.      

Ensures that health services, including medical, dental, nutritional, and mental are provided to children served in the Head Start program.

4.      

Involves students, Head Start parents, and others from the community in serving the school’s program as volunteers, advisors, and assistants.

5.      

Ensures the use of technology in the teaching-learning process.

6.      

Encourages and supports the development of innovative instructional materials and scheduling of instructional activities that maximize learning.

7.      

Involve instructional staff in evaluating and selecting instructional materials to meet students learning needs; ensure the use of technology in the teaching-learning process.

8.      

Works to ensure curricular alignment in all grade levels.

9.      

Obtain and evaluate findings (including student achievement data) to examine curriculum and instruction program effectiveness.

10.    

Secure consultants, specialists, and other community resources to assist principals and supervised instructional staff in attaining objectives.

11.    

Provides effective staff development activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others.

12.    

Respond appropriately to situations that could impair the teaching/learning process or could threaten safety and the well being of students and staff.

13.    

Implement the policies established by federal and state law, State Board of Education rule, and local board policy.

14.    

Evaluate all federal legislation, projects, and programs for the Title I and Head Start grants, entitlements, and allocation opportunities relevant to the needs of the district.

15.    

Inform superintendent or other administration of the effects of current and impending legislation.

16.    

Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/special funding of programs.

17.    

Prepare and submit standard applications for federal funds to Texas Education Agency (TEA).

18.    

Evaluate all requests for projects and programs requiring funding from supervised budgets.

19.    

Develop and coordinate a continuing evaluation of the programs and implement changes based on the findings.

20.    

Consult with administrators, counselors, teachers, community agencies, and other relevant individuals regarding programs.

      21.

Solicit federal funds and participate in grant-writing activities to obtain funding for federal/special programs and services.

      22.

Monitor grant-funded programs and their expenditures to ensure compliance with regulations and guidelines.

      23.

Ensure that programs are cost effective and managed wisely.

      24.

Compile budget and cost estimates based on documented program needs.

      25.

Compile, maintain, and file all physical and computerized reports, records, and other documents required, including required financial reports to TEA.

      26.

Comply with policies established by federal and state law, State Board of Education rule, and local board policy.

      27.

Involves the Head Start Policy Council in establishing program goals and the overall development of the Head Start program .

      28.

Ensures compliance of the Head Start performance standards

      29.

Evaluates job performance of employees to ensure effectiveness.

      30.

Participates in the recruitment, selection, and training of Head Start personnel and makes sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal

      31.

Conferences regularly with assigned staff to discuss performance; jointly develops improvement objectives to identify professional growth opportunities.

      32.

Delegates duties, responsibilities, and functions effectively.

      33.

Complies with applicable personnel policies, statues, and rules.

      34.

Develops training options and/or growth plans for staff as appropriate.

      35.

Secures consultants, specialists, and other community resources for the Head Start staff to assist them in obtaining their objectives.

      36.

Improves leadership skills through self-initiated professional development activities.

      37.

Performs duties in a professional, ethical, and responsible manner as defined in the TEA Code of Ethics for Educators.

      38.

Uses information provided through the District appraisal process to improve performance.

      39.

Provide quality training and monitoring to assist the staff in meeting the needs of the students.

      40.

Performs other tasks and assumes such responsibilities as related to the position as assigned. 

      41.

Annually establishes and meets performance goals.

      42.

Oversees the PEIMS process as it relates to the department.

Mental Demands:  Reading, ability to communicate effectively (verbal and written); maintain emotional control under stress; coordinate district-wide functions.
