QUALIFICATIONS:
Master’s degree
Texas Teacher and Special Education Certificate; Diagnostician Certificate; Teacher of Hearing Impaired Certificate
Mid-management certificate
At least three successful years experience as a classroom teacher

SUPERVISES: RDSPD Instructional and Support Staff
JOB GOAL(S): To provide technical assistance and program leadership for the Regional Day School Program for the Deaf. To provide best practices, legal requirements, and related services to campuses providing services to students with disabilities.
TERMS OF EMPLOYMENT: Administrative/Professional Pay Grade 5, 217 days Wage/hour Status: Exempt
MAJOR RESPONSIBILITIES AND DUTIES

Presents a positive role model for staff that supports the mission of the school district, the special education department, and the Regional Day School Program for the Deaf. |
|
2.
|
Determines and builds a common vision with staff for improvement of the RDSPD; directs planning activities and implements programs collaboratively with staff. |
|
3.
|
Evaluates the effectiveness of current-practice RDSPD programs and identifies potential programs to meet documented needs. |
|
4.
|
Monitors instructional and managerial processes to ensure that program activities are related to program outcomes; revises such activities as appropriate. |
|
5.
|
Works with staff to plan, implement, and evaluate the RDSPD curriculum. |
|
6.
|
Facilitates least restrictive environment placement of RDSPD students. |
|
7. |
Conducts classroom observations and personal interviews |
|
8. |
Is responsible to the Director of Special Education and serves as the liaison between campus RDSPD programs and the district’s Directors and Coordinators. |
|
9. |
Serves as a member of committees as outlined in the referral and appraisal process of the summer, hospitalized, and institutionalized children. |
|
10. |
Staffs individual student cases with Instructional Consultant or Assistant Principal, Principal, 504 Committee where appropriate. |
|
11. |
Serves as Lead Appraisal Person, Consultant, and Campus Level Consultant for central units where appropriate. |
|
12. |
Shares the responsibility for the systematic screening, referral, assessment, and placement for students in Special Education. |
|
13.
|
Is responsible for re-evaluation, eligibility folders, and annual reviews where appropriate in central units; accepts the appraisal and eligibility, follows responsibilities for RDSPD students. |
|
14.
|
Confers with parents, teachers, and students and/or principals for the purpose of interpretation of assessment data, instructional procedures, and student progress and behaviors. |
|
15. |
Develops, maintains, and utilizes appropriate information systems and records necessary for attainment of the department’s mission. |
|
16. |
Complies with policies established by federal and state law, State Board of Education rule, and the local Board of Trustees in pursuing the mission of the school. |
|
17. |
Develops the state and federal RDSPD budgets based upon documented program needs, estimated enrollment personnel and other fiscal needs; implements programs within budget limits; maintains fiscal control; accurately reports fiscal information. |
|
18. |
Coordinates the compilation of student data for the accurate completion of required federal and state reports. |
|
19. |
Interprets state and federal special education statutes, case law, regulations, and rules on a regular basis; reviews and revises local procedures, operational guidelines and forms accordingly. |
|
20. |
Coordinates educational program between fiscal agent and districts within assigned area. |
|
21. |
Evaluate job performance of employees to ensure effectiveness. |
|
22. |
Identifies, provides and/or encourages participation in staff development training options to address the goals identified through the Regional Program Evaluation Guide (RPEG). |
|
23. |
Makes sound recommendations relative to personnel placement, transfer, retention, and dismissal. |
|
24.
|
Plans and assists in implementation of appropriate staff development programs. |
|
25. |
Improves leadership skills through self-initiated professional development activities. |
|
26. |
Performs duties in a professional, ethical, and responsible manner as defined in the TEA Code of Ethics for Educators. |
|
27. |
Uses information provided through the District appraisal process to improve performance. |
|
28. |
Maintains a positive and effective relationship with supervisors and colleagues. |
|
29. |
Provides leadership to the RDSPD Advisory Group; projects a positive image. |
|
30. |
Demonstrates awareness of school-community needs and initiates activities to meet those identified needs. |
|
31. |
Effectively communicates to students, staff, and parents school guidelines for studentconduct especially as they relate to special education students. |
|
32. |
Encourages plans for improved student behavior that reflects enhanced opportunities forlearning. |
|
33. |
Performs other tasks and assumes such responsibilities as related to the position and as assigned. |

Working Conditions:
Mental Demands: Reading, ability to communicate effectively (verbal and written); maintain emotional control under stress; coordinate campus support functions.
Physical Demands: Moderate standing, stooping, bending and lifting; ability to control sudden violent or extreme physical acts of others and exhibit rapid mental and muscular coordination simultaneously. May be required to lift and transfer students to and from wheelchair or assist with positioning students with physical disabilities; prolonged and irregular hours; regular district-wide and statewide travel to multiple work locations as assigned.
